Relaxation of Licensing Hours - FIFA World Cup - Urgent update

This consultation closes at 23.45 tomorrow, 26th March, 2014.
In accordance with the consultation methods of response, we have just filed a representation on behalf of one of our national clients by e-mail.
The auto-response, which we have received in reply, appears to indicate that responses to the consultation should be made on-line "so that we can take your views into account".
We have taken up this apparent discrepancy with the Home Office who indicate that ‘the consultation has two parts - the online survey, and detailed responses which we invited from some of our stakeholders. Statistical analysis will be based on the online responses, and therefore we prefer to receive them online. We will also consider emails that we receive from other stakeholders and members of the public, and we will use the comments provided as supporting evidence.'
It seems to us that those responding other than by completion of the online form should make it abundantly clear that they expect their views to be taken into account in accordance with the terms of the consultation which states:
